TMcMinnville Water & Light is seeking proposals for the development of an Integrated
Resource Plan (IRP) that will enable MW&L to best meet its customers’ present and
future electricity needs while remaining reliable, cost effective, and environmentally
responsible.

The IRP will cover a twenty-year period, looking forward through 2044. During this
period, MW&L will face multiple challenges, some of which include:

  •  Maintaining a reliable and resilient system
  • Addressing the impact of vehicle and building electrification to MW&L’s energy
    demand and the associated impact to the local transmission and distribution infrastructure
  • Evaluating potential for cost-effective renewable energy projects to meet Oregon’s Renewable Portfolio Standards (RPS)
  • Meeting compliance obligations for existing and potential legislative and regulatory initiatives
  • Implementing and managing new and/or additional energy efficiency, demand response,and other Distributed Energy Resources programs/projectsThe selected Consultant shall provide resource planning expertise and support to help ensure an economically and environmentally sustainable comprehensive strategy for reliable service, competitive and stable rates, environmental goals, management of risks, changing market and regulatory conditions, and new opportunities and technologies.

MW&L expects this effort to lead to the creation of an IRP looking as far ahead as year 2044, and be flexible enough to be modified in response to sudden regulatory, business or operational changes or new requirements. Through this Request for Proposals, we anticipate engaging the services of a qualified consultant using MW&L’s standard Professional Services Contract, a copy of which has been included as Exhibit
