Sealed Bids for the services of an Oregon licensed and bonded asphalt paving contractor for the Asphalt Trench/Patch Paving Services project for the City of McMinnville, a municipal corporation of the State of Oregon acting by and through its Water & Light Commission (“Owner” or “McMinnville Water & Light” or “MW&L”), will be accepted by Chad Hudson, Purchasing Manager at McMinnville Water & Light, until October 6, 2026 at 2:00 pm local time. Bids received prior to the deadline for submission will be publicly opened and read aloud at the time of bid closing at the address below. Bids will be evaluated for compliance with the contract requirements listed herein. Sealed Bids shall be delivered to one of the following addresses:

In accordance with ORS 279C.055 (10)(a), if an award it made is shall be shall be made to the lowest responsive and responsible bidder. All bids shall be valid for 60 days after bid opening. The work is a public works project subject to ORS 279C.800 to 279C.870 or 40 U.S.C. Section 3141, et seq.; prevailing wage rate of pay does apply to this Project. The awarded Contractor is required to have a Public Works Bond on file with the Oregon CCB before work begins.
The awarded contractor will be required to furnish all labor, equipment and materials to install approximately 177 tons of level 2, ½ dense hot mix asphalt concrete (HMAC) in accordance with City of McMinnville Street Paving Standards. This project is comprised of paving multiple trench and leak patches in several different locations throughout the City of McMinnville. Contractor will be required to install HMAC to match the existing roadway crown or cross slope. All work shall be substantially completed by November 30, 2026.
There is no pre-bid conference scheduled for this project.
