The Qualification of Commissioners can be found in Chapter 10, Section 44 of the McMinnville City Charter.
The charter states that the person appointed to the Water and Light Commission, or who retains any such office "...must be a citizen and resident of the City of McMinnville for at least one year, and a legal voter, and shall not have a financial interest adverse to the interests of the City of McMinnville in any matters over which the McMinnville Water and Light Commission has jurisdiction."
