Heat Pumps and Ductless Heat Pumps

MW&L recommends getting more than one bid. Rebates vary from $200 to $1,200. The different incentives depend on whether you have an old heat pump that needs replacing, an electric furnace that you want to convert to a heat pump and if the ducts get sealed. They also vary based on the efficiency.
Insulation and Windows
Rebates are available for attic, floor, and wall insulation and windows. The insulation rebates vary based on how much existing insulation you have. Any uninsulated or poorly insulated areas will have the highest incentives and be the most cost effective measures you can do.

Heat Pump Water Heaters
A new measure MW&L offers incentives for is the heat pump water heater. These can be purchased at local home improvement stores or you can contact your plumber or the heat pump contractors in the link above to install it for you. MW&L recommends purchasing Tier 1 models if your existing water heater is in the garage and Tier 2 if it is in the conditioned part of your home.

Conservation Loan
Qualification is based on your utility payment performance. Loans carry an interest rate of 6.5%, up to $5,000 unsecured, with 5 years to repay. The monthly loan payment rule of thumb is $20 per $1,000.
To Qualify
Your home must be electrically heated.
If you have gas heat:
- You can contact the Energy Trust of Oregon (energytrust.org or 1-866-368-7878).
- Or consider upgrading your gas or oil furnace by adding a heat pump, which qualifies for a heat pump rebate and other MW&L incentives.

Steps
1. Get one or more bids from contractors. Contact MW&L if you would like an energy audit for help making decisions or if you have other questions.

2. Once you have selected a contractor, the contractor will provide you with a Rebate Application and Bid. Then contact MW&L for project approval both for cash incentives and if applying for a loan before proceeding.
3. Once you have received written approval showing the rebate, schedule the work by your chosen contractor(s).
4. After the work is complete, your contractor must turn in all required completion paperwork to MW&L.
5. If your work is chosen for inspection you will be contacted by MW&L.
6. Rebate payments are made joint-payee to the homeowner and the contractor, unless the project has been paid in full.
