The City of McMinnville, a municipal corporation of the State of Oregon, acting by and through its Water and Light Commission (McMinnville Water and Light or MW&L) will be receiving sealed written proposals from Construction Manager/General Contractor firms for the Office Expansion/Remodel and Warehouse Seismic Retrofit Project.

MW&L has created a Campus Master Plan for improvements to their current facility. MW&L is moving forward with the planning and construction of Phases 0.5 and 1.0 of its Campus Master Plan including advancing the Administration Building seismic strengthening, additions and renovation from Phase 2.0 to Phase 1.0.
The Campus Master Plan also describes an addition to the warehouse in Phase 3.0 – which is beyond the Phase 0.5 strengthening work for the Warehouse. The structural engineer is studying if this addition can be used to help seismically brace the existing Warehouse, versus having both building independently strengthened. If the study suggests substantial economic savings, the Phase 3.0 warehouse addition may be moved forward to this project scope. We will want the potential CM/GC to be a part of this decision making process. Currently, it isn’t part of the scope of this RFP or included in the estimated construction costs or GMP target.

MW&L has selected MWA Architects, Inc. and their consultants for the work. MWA Architects will act as Architect. Interface Engineering will be providing engineering for Mechanical, Electrical, Plumbing, Preliminary Fire Sprinkler, and Technology design. HHPR will be providing Civil Engineering and Landscape Architecture design. WRK will be the structural engineer for the project. The selected CM/GC will be expected to document good faith efforts to develop business opportunities for Minority Owned, Women Owned, and Emerging Small Business Enterprises, as required by ORS Chapter 200.

This project will require compliance with the State of Oregon Bureau of Labor and Industries (BOLI) Prevailing Wage Rate (PWR).
