ITB: Pump Station Building Improvements for Zone 2 Distribution System

Sealed Bids for the construction of the Pump Station Building Improvements for Zone 2 Distribution System Project for the City of McMinnville a municipal corporation of the State of Oregon acting by and through its Water & Light Commission (“OWNER” or “McMinnville Water & Light” or “MW&L”) will be accepted by Chad Hudson, Purchasing Manager, McMinnville Water & Light, at 855 N.E Marsh Ln, McMinnville, Oregon 97128, until October 7, 2025 at 2:00 P.M., Local Time. Bids received prior to the deadline for submission will be publicly opened and read aloud at the time of bid closing. Bids will be evaluated for compliance with the contract requirements listed herein.

The work is a public works project subject to ORS 279C.800 to 279C.870 or 40 U.S.C. Section 3141, et seq. The proposed work contemplated for the project consists of:

New zone 2 booster pumps (4), associated piping and valves; associated electrical motor control centers and adjustable speed drives; associated instrumentation and control equipment; a surge control tank, air compressor and associated controls; and a standby engine generator.

All work is to be completed by January 31, 2027. Anticipated Notice to Proceed date is October 29, 2025.

There will be a mandatory pre-bid conference held on September 22, 2025 at 10:00 am local time at 12300 Fox Ridge Road, McMinnville, Oregon 97128 at MW&L’s Finished Water Reservoirs and Pump Station site.

McMinnville Water & Light may reject (as nonresponsive) any Offer not in compliance with the contract provisions and all prescribed Public Contracting procedures and requirements, including the requirement to demonstrate the Bidder’s responsibility under ORS 279C.375(3)(b), and may reject for good cause all Offers after finding that doing so is in the public interest. MW&L also reserves the right to waive informalities in a bid submission if in best interest of McMinnville Water & Light.
